- Eagle Scouts, Jose Rizal Scouts and Scout Citizens
- Registered members of the Boy Scouts of the Philippines
- By Invitation and by nomination from a NESAPh member (Quality over Quantity)
(This process is done to have Eagle Scouts who are actively participating in NESAPh & BSP activities, and have the Leadership and Service qualities present with each NESAPh member.)
